Should fat people be banned from using mobility scooters in shopping centres?

I was in a shopping centre and saw an obese person run over a small child. I knew there was nothing wrong with the person because once they ran the child over they climbed up out of the scooter, very slowly, to witness what they had done. The child was ok but everyone was very angry. Should fat people be allowed to use these scooters after all they have no medical need for them and they take a scooter that should be used by someone with a genuine medical condition.
If you read my question I asked if only obese people should be banned from using the scooters not handicap people. i don't think obesity is a medical condition, it is just people eating too much.
